Creating draft orders is necessary when you want to apply a fixed discount rate to your products. The discount rate added can be applied to the whole order or to one specific item in the order. Remember that, the discount rate added to one item or the whole order will be summed to the total price of the order so you must be cautious not to duplicate the discount rate.
